WebWithering touch support could work for phys abilities. Its just 25% chance though. Seems dead for everything non phys. Divergent increases the chance. Withering step looks unreliable to me, but I havent used it for years. I might be wrong about it. Also if I use withering step, totem + e.g. anomalous hoag, will these effects refresh each other?
